Welcome to CAFTA-DR
Dear Costa Rica:
Welcome to the table as of January 1, 2009. We are very happy to welcome you to full participation in the CAFTA-DR. On behalf of no one, let me extend my best wishes for a long and prosperous relationship.
PS: You are probably also a little confused as to why we have taken the liberty of inserting paragraph 9 in your CAFTA implementation proclamation, to modify our HTSUS pharmaceutical appendix, removing several Latin suffixes from the names of active ingredients and adding several missing CAS numbers. The President assures you that -- even though he's not quite sure why it's there either -- other people have convinced him that it's definitely good for your health.
